Senate President William M. Bulger (D-South Boston) and Republican leader David H. Locke of Wellesley announced last evening that they are backing a proposal by Sen. William R. Keating (D-Sharon), Taxation Committee cochairman, that would begin reducing the estate tax Jan. 1 and phase it out entirely by 1997.

Keating and Bulger, at a hastily arranged news conference, took pains to emphasize they were not undercutting the staunch assertions by the Ways and Means chairwoman, Sen. Patricia McGovern (D-Lawrence), that the state's precarious fiscal condition will not allow tax reductions in the fiscal year starting July 1.
